Voto Latino and 50+ Organizations Issue Letter Calling for Immediate Impeachment of Secretary Noem

Washington, D.C. — Voto Latino, alongside a diverse coalition of 50 national and regional civil rights, faith, labor, and immigrant advocacy organizations issued a formal letter to Congressional leadership today demanding the immediate impeachment of Department of Homeland Security (DHS) Secretary Kristi Noem. 

The letter was delivered to Speaker Mike Johnson, Minority Leader Hakeem Jeffries, as well as the chairs and ranking members of the Judiciary and Homeland Security Committees, including Chairmen Jim Jordan and Andrew Garbarino, and Ranking Members Jamie Raskin and Bennie Thompson.

Oversight is no longer a sufficient remedy. We urge the House of Representatives to fulfill its constitutional obligation and vote on H.Res.996—the articles of impeachment against Secretary Kristi Noem for high crimes and misdemeanors—filed by Representative Robin Kelly, which now carries the support of 187 co-sponsors. Secretary Noem’s leadership has fostered a culture of lawlessness that prioritizes political intimidation over the rule of law and punishment over human life.

The coalition letter details a disturbing pattern of state-sanctioned conduct, including:

  • Obstruction of Congressional Oversight: Secretary Noem issued restrictive guidelines specifically designed to prevent members of Congress from conducting unannounced inspections of ICE detention facilities.
  • Unlawful Use of Deadly Force: The killings of Alex Pretti and Renee Good serve as devastating evidence of a violent pattern emerging from the administration’s aggressive enforcement operations.
  • Targeting of Minors: The recent detention of five-year-old Liam Conejo Ramos in Minnesota highlights a harrowing shift toward tactics that specifically target children and destabilize families.
  • Unlawful Raids on U.S. Citizens: Under Noem’s direction, ICE agents conducted a forced entry into the home of Sabrina Medina, a pregnant U.S. citizen, without due process or the presence of their intended target.
  • Deprivation of Due Process and Flagrant Violation of Court Orders: DHS unlawfully deported Kilmar Armando Abrego Garcia–a Maryland resident and father, legally present in the U.S. under a court-granted withholding of removal order–and sent him to El Salvador’s Terrorism Confinement Center (CECOT).
  • Unlawful Detention of Tribal Citizens: ICE agents have reportedly targeted and detained members of the Oglala Sioux Tribe, Navajo Nation, Mescalero Apache, and Salt River Pima-Maricopa Indian communities.

Voto Latino issued the following statement:

“Secretary Noem has fundamentally failed to exercise the sound judgment and constitutional discretion required of her office. The tragedies in Minnesota—the loss of Renee Good and Alex Pretti and the detention of five-year-old Liam Conejo Ramos—are the devastating results of a department operating without restraint. Under Noem’s stewardship, the DHS has transitioned from a security agency into an instrument of unchecked enforcement that operates outside the bounds of human dignity. 

By prioritizing political theater over due process, her leadership has subverted the rule of law and directly betrayed the core values of this nation. We are no longer witnessing mere mismanagement; we are witnessing a systemic crisis that compromises the safety of every American.”

“Secretary Noem’s actions at DHS have demonstrated a disregard for her obligation to protect communities and adhere to constitutional rights. The deliberate targeting of children, ongoing violence impacting our communities, and the systematic erosion of due process are violations of our most sacred principles as a nation and have resulted in avoidable loss of life. When a Cabinet official obstructs Congressional oversight and directs the agency to operate with such brazen disregard for human rights and the rule of law, impeachment is a constitutional imperative. Hispanic Federation stands with this coalition in demanding Secretary Noem’s impeachment.”

Secretary Noem has not only demonstrated a profound incapacity to lead the 250,000 employees of the DHS but has willfully subverted the mission of the agency itself. When a federal department is permitted to obstruct congressional oversight, target minors, and discharge firearms at citizens with impunity, it has ceased to be an agency of the law.”
