Voto Latino Backs Rep. Robin Kelly’s Articles of Impeachment Against DHS Secretary Kristi Noem, Launches National Accountability Campaign
Washington, D.C. — Today, Voto Latino announced its support for Representative Robin Kelly’s introduction of three articles of impeachment against Department of Homeland Security Secretary Kristi Noem, citing abuse of power, obstruction of congressional oversight, and a sustained pattern of civil rights violations under her leadership.
This action follows earlier efforts led by Representative Delia Ramirez, who took initial steps to impeach Secretary Noem as her district grappled with the department’s militarization of Chicago. During a hearing, Representative Ramirez called on Secretary Noem to resign or face impeachment—delivering a clear message that accountability is long overdue.
Voto Latino also announced the launch of a major paid digital campaign aimed at holding Secretary Noem accountable and pressuring members of Congress to support the impeachment effort—marking a significant escalation in the organization’s advocacy.
In response, Voto Latino issued the following statement:
“The impeachment articles brought forward by Representative Kelly today have been a long time coming. Since taking office, Secretary Kristi Noem has operated without restraint or accountability. Across the country, due process has been tarnished, communities are being terrorized, and hardworking immigrant families are being pushed further into the shadows as a direct result of her reckless leadership, which has emboldened federal immigration agents. 2025 marked ICE’s deadliest year in two decades. More than 170 U.S. citizens have been arrested by ICE, and at least 32 people have died in ICE custody — and that’s without the cameras rolling.
This isn’t just about immigration policy or public safety. Voters wanted a secured border, an orderly and productive immigration system, and be able to feel safe in their own communities. What Secretary Noem is doing is not that. In fact, a majority of Americans who have encountered CBP and ICE in their own neighborhoods report feeling less secure. The Trump administration has emboldened Secretary Noem, allowing her to operate with an utter lack of transparency and a complete disregard for civil rights or due process. As outlined in the impeachment articles, she has willingly obstructed congressional oversight in an effort to conceal her harmful policies. Secretary Noem has also used her cabinet position to benefit herself at the expense of the American people—regardless of immigration status.

To mobilize voters and elevate pressure on lawmakers, Voto Latino is launching a paid digital campaign going live today in vulnerable Republican-led districts nationwide. The campaign urges constituents to contact their representatives and demand support for Rep. Kelly’s impeachment effort.
Voto Latino has long supported holding Secretary Noem accountable, including by leading an effort alongside 75 civil rights organizations to urge Congress to act. We call on members of Congress to support Representative Kelly’s push for the impeachment of Kristi Noem, and we will continue to mobilize and engage our community to demand accountability and justice.
